The English Language Proficiency Assessment for the 21st Century or ELPA21 is the instrument used to help measure a student's proficiency of the English language across multiple communicative skills (listening, speaking, reading, and writing).  Students take the Dynamic Screener to determine eligibility for ELL services and then the actual ELPA21 in the Spring to measure growth.  Students continue to take the ELPA21 every Spring until they score proficient and can then be monitored and exited from ELL services.
